Yellow Wagtail
Motacilla flava

Yellow Wagtails are normally shy birds that frequent marshes, lakes and sometimes sewage works. They have the shortest tail of the wagtails and in some respects are more like a pipit. The bird here is of the subspecies flava, which occurs over most of continental Europe (Britain has the yellow-headed flavissima).
